In January 2006, Governor Mark Sanford appointed Ray N. Stevens to his Cabinet as Director of the South Carolina Department of Revenue.

Prior to being named Director, Stevens served as a South Carolina Administrative Law Court Judge.  From 1995-2005, Stevens served as one of six Administrative Law Judges with statewide jurisdiction, holding trial-level hearings and appellate reviews of controversies arising under the South Carolina Administrative Procedures Act.  He also served as the Director of the Tax Division in the South Carolina Attorney General's office, where he successfully briefed and argued before the United States Supreme court and oversaw litigation in all phases of the judicial process.  In addition, Stevens practiced law as an estate and gift tax attorney and worked in private practice in Chattanooga, Tennessee.

Stevens received a B.S. in Accounting, Masters of Business Administration and Juris Doctor degree from the University of South Carolina.  In addition, he received a Masters of Law and Taxation from the College of William and Mary School of Law.  He is a member of Beta Gamma Sigma and Omicron Delta Epsilon.  

Throughout his career, Stevens has published several articles in national publications, including the Journal of Multistate Taxation and Tax Management and the Multistate Tax Report.  He has participated in numerous speaking engagements, including Vanderbilt University's Paul J. Hartman Tax Forum, the S.C. Bar Convention, S.C. Bridging the Gap, various CLE seminars and civic associations such as the Lions Club and Rotary Club. 

An active community member, Stevens has served as a church deacon and assistant youth soccer coach.  In addition, he has served as both president and vice president of the PTO and was the co-chairman for a school district budget advisory committee.
