The Executive Deputy Director is responsible for overseeing all of the agency’s operations, policies, and functions while executing and evaluating the administration of taxes and laws under DOR’s jurisdiction. Harry Cooper has served as DOR’s Executive Deputy Director for 12 years and continues to lead the Department’s Senior Administrators and management while promoting accountability among employees. The Executive Deputy Director strengthens relationships with external stakeholders, drives processes and legislation, and uses contacts to track trends for DOR’s future direction.

As the Senior Administrator of Field Operations, Mont Alexander supervises field and office audits to determine compliance with state tax laws. Field Operations is responsible for collecting delinquent taxes owed to the state and administers the Criminal Investigation Division of DOR to enforce the prosecution of tax related crimes. Alcohol and Beverage Licensing and Bingo Licensing operations are also administered in this division.

As the Administrator of Human Resources Development and Planning, Nancy Wilson also oversees the development of training plans and materials utilized to educate DOR employees and taxpayers.

As the Senior Administrator of Office Operations, Sherrie McTeer supervises all revenue operations of the Department. Office Operations encompasses the processing of individual income, sales and use, withholding, corporate, and other miscellaneous taxes. The division also administers electronic filing of tax returns, receives and processes all paper returns and payments, issues business licenses, develops tax forms, and provides technical assistance to taxpayers.

Meredith Cleland administers the Legislative and Local Government Services section while acting as a liaison with the Governor and General Assembly. Legislative Services monitors legislation, handles all media contact, prepares various monthly collection reports, assists counties and municipalities, and performs functions of taxpayer advocacy. Local Government Services is responsible for the general oversight of all property tax matters for South Carolina including business personal property, vehicles, manufacturing, and utilities, among others.
Senior Administrator of Information Resource Management Division, CIO
Vacant IRM coordinates information technology direction and researches, designs, and implements all application systems that support the Department’s computerized functions. The division continually researches and analyzes functions in order to improve the quality of services for maximized operational efficiency. IRM also administers customer service and technical support of the South Carolina Business One Stop.

Milton Kimpson is the Senior Administrator of General Counsel for Litigation. DOR’s legal division, Litigation represents the Department in federal and state courts on tax, regulatory, foreclosure, bankruptcy, and collection matters. Litigation reviews and advises administrators on contract matters, reviews subpoena requests, and takes appropriate action to oppose those seeking information that is subject to disclosure laws.

As the Senior Administrator for Policy, John McCormack oversees the preparation and dissemination of advisory opinions and informational letters consisting of revenue rulings, revenue procedures, and private letter rulings. On behalf of DOR, Policy drafts and analyzes revenue laws, comments on proposed legislation, and recommends and drafts regulations. Informal technical advice and information is also provided to taxpayers, tax professionals, employees, and government officials by the Policy division.

Kimberly Haley administers all financial and operational audits of DOR divisions at appropriate intervals. While performing special reviews and investigations, Internal Audit also conducts continuous reviews of electronic data processing activities and operations.
